Nick is correct. However, I will clarify this a little. On a dryer, the bond may not be a strap (more commonly found on ranges.). The bond may also be a wire that runs from the center terminal (neutral) to the chassis of the dryer (possibly a green screw). Disconnect this wire and tape off the end so that it is not able to touch anything. Then connect the green wire of your new pigtail cord to the screw that you disconnected the old bond from.
The back of the dryer may have instructions for this already printed on the back. Look for information that references "grounding through the neutral" (or similar). You will be trying to remove the "ground through the neutral".
As to the other wires, the white will connect to the center terminal (probably will have a silver screw). The black and red wires will connect to the left and right terminals (probably will be brass in color).
